1143 Cannot assert usage of seismic facilities without specifying attibutes

Rule "val11" and the documentation for attribute seismic_facility in entity Seismic_geometry_set prevent me from asserting that facilities were used without specifying the attributes which give the detailed usage.

Modify attribute description.

Modify the description of attribute seismic_facility in order to change "must be used" to "may be used". Modify rule "val11" to allow attribute seismic_facility to exist without the other attributes.
