1) Added a list index for the units name (including version) and copyright string 
   (e.g., "POSC Units of Measure V3.0" and "Copyright (c) POSC, 1993-2002"). 
   This is backward compatible with pre V1.1 versions of the UConvert tool 
   except that they will not read the new data. 
   Note that the units version is different from the application version. 
   The units version is based on the POSC Specification from which the 
   file is derived (the UConvert V1.1 default assumes V2.2.3).
