WITSML Regulatory.
This material is taken from the current, draft documentation of the
ePermit Collaboration Stage One work. ePermit Stage One is the first step on a
path towards the development and deployment of standards to be used by agencies
and industry.
Stage One is specifically intended to develop and deploy regulatory permitting data exchange industry standards for use by the
U.S. California state agency and the U.S. federal Bureau of Land Management
(BLM). Recognition is given for the resources for this work provided by the U.S.
Department of Energy, the California Division of Oil and Gas, the Ground Water
Protection Council (GWPC), and POSC.
- Stage One started July 2004 with agreement on participants, timeframe, and
approach.
- Draft 1 of specifications delivered from POSC to CalWIMS team in September
2004
- Draft 2 of specifications delivered from POSC to CalWIMS team in October
2004
- Draft 3 of specifications delivered from POSC to CalWIMS team in February
2005
- Draft 4 of specifications delivered from POSC to CalWIMS team in March
2005
- CalWIMS pilot testing estimated to take place in Q1 of 2005
- BLM pilot testing timeframe to-be-determined
- Industry pilot testing timeframe to-be-determined
This material is highly specialized. It is being published in this way
primarily for those who wish to become oriented to this joint agency-industry
standards development effort in preparation for participation in a subsequent
ePermit stage of work. Interested parties are welcome to review this material with the understanding
this material is being actively reviewed and evolved by the Stage One
participants.
It is very important for
interested parties to arrange for an in-person or conference call orientation
meeting before reviewing these materials. Please contact Alan
Doniger of POSC (+1 713 267 5124).who can make the arrangements.
The participants believe that this material is close to being ready to use for initial deployment along with the California CalWIMS system (in Q1 of 2005)
and via a to-be-developed interface with the BLM AFFMMS system (by Q3 2005).
Expressions of interest and comments are welcome. Please submit comments to Alan
Doniger of POSC (+1 713 267 5124). He will share comments received with
all of the participants and will post relevant comments and responses on this
Web page.
The technical material will be replaced as this work effort progresses to future milestones
and produces updated documentation.
Plans for Stage Two of this standards development effort are under
discussion. Additional US state agency participants are planned to be included,
probably chosen from those states that use the GWPC RBDMS technology, for
example Alaska and/or Alabama.

Draft Version 4 of the specifications
were delivered by POSC to the CalWIMS team for review in late March
2005. The review material includes:

Regulatory (the main schema file for regulatory composite
documents)
- Included portions were either reused (possibly with extensions) from WITSML v1.3,
adapted from existing POSC XML patterns or
created specifically for this project.
These portions come in three types: shared
definitions for specific types (cs_), shared definitions for groups of data elements
(grp_), and shared definitions for generic data types (typ_).

On 3 March 2005, several of the "New: Regulatory" schema files were modified.
They incorrectly included file cs_dataTypes.xsd instead of file cs_catalog.xsd.

This draft was based on the final WITSML v1.3 specification.
