POSC eRegulatory SIG
This eRegulatory Special Interest Group is the user community for
standards supporting regulatory activities, especially regulatory -
industry data exchanges for permitting and reporting. This SIG works
closely with many regulatory agencies, industry organizations, and with
the PIDX REGS EC Group.
The SIG's work in the U.S. involves close cooperation on an overall strategic roadmap for the
development and deployment of regulatory standards using Internet, XML
(WITSML),
and related technologies.
The current collaboration partners include the US DOI (BLM
and MMS), DOE, GWPC, and state agencies. Outside the US, there are
ongoing contacts with the UK DTI and the Norwegian NPD.
Current Events, Documents, and Recent News
- April 20, 2005 - Joint meeting with the PIDX REGS EC Group,
Houston
- February 2005 - ePermit Stage One work reached the third draft
specification and published material
for review and comment.
- January 2005 - ePermit Stage One work update presented by the
California agency to a GWPC meeting in New Orleans.
- November 2004 - ePermit Stage One work presented and discussed at
a GWPC meeting in Denver. A follow-on Stage Two effort was agreed to
focus on additional participation from US state agencies that use
the RBDMS technology, such as Alaska.
- July 2004 - ePermit Stage One work started with the intention of
developing permitting data exchange standards for use by the US
state agency in California (with the new CalWIMS system) and the US
federal Bureau of Land Management (with an interface to the AFFMMS
system)..
- April 20, 2004 - Joint meeting with the PIDX REGS EC Group.
- February 2004 - The business
case for the U.S. ePermit collaborative development was
published.

- January 2004 - The draft data
transfer standard, based on the UK DTI PON15 procedure for
chemical use reporting, was published for member and industry
comment.
Description and Purpose
The purpose of the eRegulatory SIG is to for the regulators and
oil companies in the POSC community to recognize and promote
collaborative activities that will improve the efficiency and
effectiveness of technical regulatory actions, including reporting results,
obtaining permissions, and monitoring operations.
Scope
The SIG addresses global, technical regulatory agency interactions with
industry, including:
- routine reporting of operational results, e.g., volumes of fluids
produced and injected
- requests for permission to conduct various activities, e.g. permit
to drill
- operational monitoring, e.g. environmental monitoring
Guidelines and Limitations
- focus on business activities that users agree should be described
and carried out in a non-competitive manner
- focus on consistent aspects of business activities that will
contribute to individual company and overall quality and
productivity improvements
- ensure effective dialogue among participants
- ensure equal access to the consensus results
- ensure time effective publication of results
- seek participation by qualified experts in each subject area
- seek to move industry standards to be more usable and solution
products and services to be more standards-based within
non-competitive areas
- define consensus requirements, but do not define specifications
leaving that to designated standards development processes (inside
POSC and elsewhere)
- consider sponsorship of standards development work efforts in
conjunction with other sponsors
- consider sponsorship of pilot implementations to test concepts and
specifications under consideration
Ongoing Objectives
- Help organize and promote attendance at global regulatory seminars and
other public events
- Receive and analyze requests for specification development or
enhancements, leading to the release of consensus requirements for
action
- Monitor usage of regulatory specifications, focusing on scope of
use, quantity of use, and quality of usability
- Promote the use of regulatory specifications within industry companies, including
agencies, oil
companies, service companies, and software suppliers
